Unknown is the exact cause of the ban, however it has been reported that Square Enix would not make any changes that would have allowed the project to be sold here.

Sexually explicit content and unconventional relationships may be the main reasons why games, movies and television shows are banned and censored in Saudi Arabia as well as other Middle East countries.
At the same time, many publishers willingly decide to change their games for the sake of sales in the region — these include Ubisoft and CD Projekt RED.
Earlier, it was revealed that Final Fantasy XVI will be the first game in which characters use obscene words, as well scenes of violence and prostitution.
Final Fantasy XVI, the PlayStation 5 exclusive release of Final Fantasy XVI, will be available on June 22, 2012.
